Manager of Workforce Development

Leo provides leadership to the City’s workforce development efforts under the broader economic development plan. As the Manager of Workforce Development with the Economic Development Department, he manages the development, coordination and implementation of programs, services, and activities designed to promote awareness, workforce education and training resources in the City of Portsmouth. Leo’s responsibilities include the overall administration and management of the City’s Portsmouth@Work workforce development initiative and programming aimed at empowering all job seekers in the City of Portsmouth with the tools to seek, secure, sustain, and succeed in gainful employment.

He comes to this role with practical experience in the educational field covering curriculum development, teaching, instructional strategy, evaluation, as well as adult and continuing education. With years of experience in workforce development programming, community engagement, and business development in a variety of settings, Leo will help move the City’s economic development agenda forward.

Leo holds a bachelor’s degree in finance, a master’s degree in business administration, a master’s degree in public policy, and a post-graduate degree in Educational Leadership from Old Dominion University. As a resident of Hampton Roads for several years, Leo has an invested interest in the economic development of the region, especially the City of Portsmouth.
